The Indy Partnership leads regional economic development efforts across the 10-county Indianapolis, Indiana region as a member-supported business unit of the Indy Chamber. We provide best-in-class business attraction, expansion support, data analysis, and collaborative engagement with and on behalf of our member Local Economic Development Organizations, investor communities and other partners.

Our region is anchored by the City of Indianapolis at the center and surrounding member communities and counties are located within 20-60 minutes of Monument Circle. The region is 2.2 million persons strong, and our regional work is financially supported by local economic development partners, local units of government, utilities, and the broader membership of the Indy Chamber.

As a high-performing business unit of the Indy Chamber, the Indy Partnership team delivers timely and professional economic development services to companies who are seeking to expand regionally and/or locate their next production, office, or distribution operations. Matt Mindrum
President & CEO, Indy Chamber
Matt Mindrum has served as President & CEO of the Indy Chamber since December 2023. Previously, he held leadership roles at Eli Lilly, Butler University, and the Indianapolis Motor Speedway. An Indiana University graduate with an MBA from Harvard Business School, he leads the 2,000+ member Indy Chamber and the Indy Partnership.
Jason Hester, CEcD
Chief Economic Development Officer
Certified Economic Developer (CEcD) Jason Hester brings more than 25 years of economic development experience. As President of the Indy Partnership and a member of the Indy Chamber’s executive team, he leads regional business attraction efforts and advances initiatives that drive growth across the Indy region.
Paula VanDeVanter, MEDP
Director of Business Development
Paula has spent more than 20 years leading business development for the Indy Partnership. Widely respected by site selectors nationwide, she works with companies, consultants, and regional partners to advance projects that have generated billions in capital investment and thousands of high-paying jobs across the Indy region.
Nicole Nemeth
Director of Business Recruitment
Nicole joined the Indy Partnership in 2025, bringing experience from the U.S. Small Business Administration, talent acquisition, client services, and pharmaceutical sales. She represents the Indy region at trade shows, conferences, and international events, building relationships that attract new business investment and economic growth.
Laurie Burns
Research Manager
Laurie joined the Indy Partnership in 2024 with a successful background in non-profit & community foundation grant management and other major initiatives. In her current role, Laurie supports both external and internal stakeholders with research requests & impactful data analysis that reveal the competitive advantages of doing business in the Indy region.
Maggie Foley
Project Manager
Maggie joined the Indy Partnership in 2026 after joining the Indy Chamber in 2025. She previously supported Global Partnerships at the Indiana Economic Development Corporation and served as an Indiana Governor’s Fellow. Maggie manages strategic projects, global engagement, and initiatives that strengthen the Indy region’s economic development efforts.
